Where the water goes is the regulated part
Gutters themselves are rarely regulated; where they discharge can be. Concentrated runoff routed toward a stream buffer, a neighboring property or an existing stormwater structure is the part worth checking. On designated properties, visible downspouts and their placement can also attract review. Neither question is about the gutter specification and both are about the parcel.

Citywide stormwater guidance will not tell you where your buffer sits, where your runoff currently goes, or whether the fascia will carry new hangers. Confirm the routing with the city and the fascia condition with whoever installs, before work is scheduled.
