Why local context matters
The property-level questions are simple and they decide most of the quote. What condition is the fascia and trim behind the existing system in, particularly on an older house where a century-old wood edge is often the real problem. How much canopy hangs over the roof, which sets how often the system needs clearing and whether access for that is reasonable. And where does the water end up now -- follow the existing downspouts to their discharge and look for the channel or the soft ground that shows what concentrated flow has already been doing.
What official local sources add
Gutters are rarely regulated; discharge sometimes is. Runoff routed toward a stream buffer, a neighboring property or an existing stormwater structure is the part worth checking, and on a designated property the placement of visible downspouts can attract review. The physical point matters more than either: Piedmont clay erodes readily under concentrated flow and holds what does not drain away, so where the downspout ends does more damage or more good than the gutter specification above it ever will.
